Notice:
- The Guangdong and Hong Kong governments announced on June 8, 2026 that the Southbound Travel for Guangdong Vehicles ("STGV") scheme will be expanded this June to all the nine Mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area (i.e., adding Shenzhen, Foshan, Dongguan, Huizhou, and Zhaoqing) ("New Cities"). Eligible applicants from these five New Cities may register for balloting via the Guangdong's STGV Information Management Service System starting from June 9. Successful balloting applicants may submit applications for STGV (entry into urban area) starting from June 29. Successful applicants may travel to Hong Kong via the Hong Kong-Zhuhai-Macao Bridge starting from July 25, according to the designated date of the successful booking. - As announced by the Zhuhai Government, the temporary link bridge connecting Zhuhai Qinglv Nanlu and Artificial Island of the HZMB Zhuhai Port will be closed to all pedestrian and vehicular traffic with effect from February 15, 2026. Travel Arrangements
To better control the overall number of vehicles entering Hong Kong and provide a better travel experience, the Guangdong and Hong Kong governments agreed to set a daily cap on the travel booking quota of entry into urban area. Starting from July 25, 2026, the travel booking quota of entry into urban area will be increased from 100 to 200 vehicles per day. Each Guangdong vehicle may stay in Hong Kong for a maximum of three days; for details, please refer to the "Duration of Stay in Hong Kong" section below. Travellers who have been issued with the electronic International Circulation Permit ("ICP") under the Southbound Travel for Guangdong Vehicles ("STGV") and have completed the required procedures with Mainland authorities must register through the STGV (Entry into Urban Area) Booking System ("Booking System") when planning to visit Hong Kong via the Hong Kong-Zhuhai-Macao Bridge ("HZMB") Hong Kong Port. If the number of registrations exceeds the travel quota, allocation will be determined by computer-based balloting; if the number of registrations is below the travel quota, balloting will not be required.
After obtaining a reserved quota, travellers must upload the proof of the Hong Kong motor vehicle third party risks insurance policy through the Booking System, covering the vehicle's entire period of stay in Hong Kong. Upon the successful verification of insurance, travellers may complete the booking and obtain a Booking Confirmation in order to travel on the Travel Date.

Duration of Stay in Hong Kong
Guangdong vehicles should travel to Hong Kong on the reserved Travel Date via the HZMB Hong Kong Port. The duration of stay in Hong Kong must not exceed the validity period of the ICP, and the vehicle must return to Guangdong Province via the HZMB Hong Kong Port within three calendar days (the Travel Date and the departure date inclusive; any part of a day will be counted as one calendar day. For example, if travelling on February 5, the vehicle must depart on or before February 7, regardless of the actual entry time, or before the expiry of the ICP, whichever is earlier).

Overstaying in Hong Kong may result in the administrative measures taken by the Guangdong and Hong Kong governments under the Management Measures, including the revocation of its approval and ICP, or even the suspension of future applications for the applicant and the designated drivers.
Booking Procedures
Travellers who have been issued with the ICP and have completed the Mainland procedures may make travel bookings as follows:
- Starting from the 10th day of each month, the Booking System accepts registrations for Travel Dates in the following month.
- Registration closes at 10.30 pm on the 15th day before the Travel Date (e.g., for Travel Date on February 5, registration closes at 10.30 pm on January 21). Upon the closing of registration, reserved quotas will be allocated by computer-based balloting if the number of registrations exceeds the travel quotas; balloting is not required if the number of registrations is less than the travel quotas.
- The results of the reserved quotas are announced on the 14th day before each Travel Date (i.e., results are announced every day). Travellers who have obtained a reserved quota must upload the copy of a valid Hong Kong motor vehicle third party risks insurance policy covering the vehicle's entire stay in Hong Kong via the Booking System for vetting before 12.00 noon on the 5th day after the announcement (e.g., if the Travel Date is on February 5, the result will be announced in the morning of January 22, and the insurance must be uploaded before 12.00 noon on January 27).

- Travellers who fail to upload their insurance on time or whose vetting is unsuccessful will have their reserved quotas released as remaining quotas.
- If a reserved quota is cancelled by the traveller, it will also be released as a remaining quota.
- All remaining quotas are allocated on a first-come, first-served basis. Travellers who obtain a remaining quota must upload the valid Hong Kong motor vehicle third party risks insurance policy covering their stay in Hong Kong via the Booking System for vetting. The deadline for submission is 12.00 noon on the 5th day after obtaining the remaining quota or 12.00 noon on the 2nd day before the Travel Date (whichever is earlier). (e.g., if the Travel Date is on February 5 and a traveller reserves a remaining quota on January 24, the insurance must be uploaded before 12.00 noon on January 29; if a traveller reserves a remaining quota on January 31, the insurance must be uploaded before 12.00 noon on February 3.)
- Regardless of whether there are still remaining quotas available, the reservation of quotas will close at 12.00 noon on the 2nd day before the Travel Date (e.g., for travelling on February 5, reservations will close at 12.00 noon on February 3).

- In general, the vetting process takes about one to two days. Upon successful vetting, the Booking System will issue a Booking Confirmation to the traveller. Only then can the traveller drive the vehicle to enter Hong Kong via the HZMB Hong Kong Port once on the Travel Date. Guangdong vehicles should travel to Hong Kong on the reserved Travel Date via the HZMB Hong Kong Port. The duration of stay in Hong Kong must not exceed the validity period of the ICP, and the vehicle must return to Guangdong Province via the HZMB Hong Kong Port within three calendar days (the Travel Date and the departure date inclusive; any part of a day will be counted as one calendar day. For example, if travelling on February 5, the vehicle must depart on or before February 7 regardless of the actual time of entry, or before the expiry of the ICP, whichever is earlier).
- If a traveller fails to obtain the Booking Confirmation by 12.00 noon on the day before the Travel Date, the booking is considered unsuccessful.
Cancellation of Booking
Travellers may cancel their booking in the Booking System. To make a new booking, travellers must follow the booking procedures set out above.
Important Notes
The booking rules, terms and conditions may be revised from time to time, subject to the latest announcement by the Authority. Travellers should read the latest announcement carefully before making each booking.
Violated of laws (e.g., failing to pay tunnel tolls) or the STGV travel arrangements (e.g., overstaying in Hong Kong) may result in administrative measures taken by the Guangdong and Hong Kong governments, including suspension of booking eligibility, revocation of its approval and ICP, and even suspension of future applications from the applicant and designated drivers.
