Submission of Valid Insurance Policy When Applying for the International Circulation Permit ("ICP")
An applicant for Southbound Travel for Guangdong Vehicles ("STGV") (entry into urban area) must apply for the ICP in the name of "Designated Driver 1" to bring the vehicle into Hong Kong and drive or use it in Hong Kong. At the time of ICP application, the ICP applicant must produce the documentary proof of a Hong Kong motor vehicle third party risks insurance policy for the vehicle, which is valid on the ICP's effective date. The Transport Department ("TD") will notify the applicant by email to submit the information of Hong Kong motor vehicle third party risks insurance and upload a copy of the insurance policy for the vehicle by a specified deadline. The applicant must follow the instructions in the email to take out a Hong Kong motor vehicle third party risks insurance that is in force during the specified period mentioned in the email, and log into the STGV (Entry into Urban Area) Application System to upload a copy of the full set of insurance policy for vetting. Upon successful vetting of the relevant application information and documents, the TD will issue an ICP for a period of not more than 12 months. The applicant may purchase insurance with an appropriate validity period according to his needs.

In addition, it is an offence for any person to use, or cause or permit any other person to use, a motor vehicle on a road unless there is in force in relation to the user of the vehicle by that person or that other person, such a policy of insurance or such a security in respect of third party risks as complies with the legal requirements.
To successfully book a Travel Date to Hong Kong via the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port, applicants and/or designated drivers participating in the STGV must first register, reserve a quota, and upload the insurance policy through the STGV (Entry into Urban Area) Booking System.
Short-term Insurance Products for STGV
At present, several Hong Kong insurance companies provide short‑term insurance products for the STGV. Applicants may take out the insurance policies online by using Mainland payment means. For details, please refer to the website of the Hong Kong Federation of Insurers.
