Application Requirements

• You must be aged 18 years old or above; and
• You are physically fit to drive (please refer to "First schedule to the Road Traffic (Driving Licences) Regulations – excepted diseases and physical disabilities" in the "Application for a Driving Test (Private Car, Light Goods Vehicle, Motor Cycle and Motor Tricycle)" form – TD 82); and
• If you have any physical disabilities, you may have to attend the driving ability assessment(s) before applying for a driving test. For the details, please click here.

Applicants can submit the application via the website of Online Booking for Driving Tests (details at www.gov.hk/drivingtest). You can also submit your application by post to the Kowloon Licensing Office, or in person / by agent over the counter at the Hong Kong Licensing Office or the Kowloon Licensing Office. Addresses of the above Transport Department licensing offices are below: –

• Complete the "Application for a Driving Test (Private Car, Light Goods Vehicle, Motor Cycle and Motor Tricycle)" (TD 82).
• Submit TD 82 with the required documents and fees to the Hong Kong Licensing Office / Kowloon Licensing Office in person / by agent, or by post to Kowloon Licensing Office.
• After the vetting process, you will be given a driving test appointment letter.
• You can then sit for your driving test according to the date and venue printed on the appointment letter.

• Cash and original of identity documents should not be sent by post. Underpaid mail items will be rejected. For proper delivery of your mail items to the department, please ensure your mail items bear sufficient postage with return address. (Details)

• Complete the "Application for Learner's Driving Licence (Private Car, Light Goods Vehicle, Motor Cycle & Motor Tricycle)" (TD 555) and "Application for a Driving Test (Private Car, Light Goods Vehicle, Motor Cycle and Motor Tricycle)" (TD 82) (if applicable).
• Submit TD 555 and TD 82 (if applicable) with the required documents and fees to the Hong Kong Licensing Office or Kowloon Licensing Office in person / by agent, or by post to Kowloon Licensing Office.
• After the vetting process, you will be given a driving test appointment letter.
• You can then sit for your driving test according to the date and venue printed on the appointment letter.

Waiting Time of Driving Test

When the department receives an application for driving test, candidate will be allotted with an appointment for Part A Test (Written Test) by computer system according to the earliest test appointment date (known as "end-of-list appointment at counter") (based on the prevailing waiting time when processing the application).

A road test is allotted to candidate on the date the written test is passed. The computer system will allot to the candidate an "end-of-list appointment at counter" (based on the prevailing waiting time when processing the application) and a test centre according to the road test region selected by the candidate (test regions namely "Kowloon and New Territories Region" or the "Hong Kong Island Region") on the driving test application form (TD 82).

Candidates are advised to check the latest "end-of-list appointment at counter" of the vehicle / test type under the selected region, so as to select the most appropriate time and suitable method for submission of application. For details about waiting time of driving test, please click here.

The "end-of-list test appointment at counter" information is for reference only. The "end-of-list appointment at counter" and driving test waiting time vary according to changing test demand at different time. This Department will only provide the prevailing "end-of-list test appointment at counter" as at the time of handling the enquiries. Nevertheless, this does not mean that the candidate would be allotted with that "end-of-list appointment at counter" and the Department is not able to confirm with the candidate the next test appointment date after this "end-of-list-appointment at counter".

On the other hand, if you wish to postpone your test or change your test region, please note that the "end-of-list appointment at counter" allotted is subject to the prevailing waiting time for the respective type of test at the original test centre at the time when the application is processed.

Repeaters can apply for an "end-of-list appointment at counter" driving test by the following methods: 

1. Follow the procedures as listed in "Application Procedures" to submit the application; or

2. Apply through the GovHK Online Booking for Driving Tests.

Repeaters can also apply for a repeater early test appointment.

Applicants of driving tests (except for motor cycle driving tests) are not required to apply for learner's driving licences in conjunction with the application of driving tests. In other words, applicants can apply for a driving test first, and then they can consider applying for a learner's driving licence after their arrangement of their driving learning schedule depending on their need. Applicants may still apply for a learner's driving licence in conjunction with the application for driving tests, if necessary. You must possess a Part C Test (Road Test) appointment date before you apply for a learner's driving licence of Motor Cycle or Motor Tricycle. If you have not been allotted with a Part C Test (Road Test) appointment, you can submit your application for Motor Cycle Part C Test (Road Test) via the website of Online Booking for Driving Tests (details at www.gov.hk/drivingtest). You may also consider to approach the Hong Kong Licensing Office or the Kowloon Licensing Office in person / by agent to apply for a learner's driving licence in conjunction with the application of Part C Test (Road Test).

If you have been allotted with a Part C Test (Road Test) appointment, you may apply for a learner's driving licence of Motor Cycle by submitting the application form TD 555 together with the required documents (including the Part C Test (Road Test) driving test appointment letter) and fees according to listed methods or applying online.

Validity of a Learner's Driving Licence

A learner's driving licence is valid for 12 months with effect from the date of issue and entitles you to learn the type of vehicle during the prescribed period of time with a qualified Driving Instructor. If the validity of your learner's driving licence cannot cover the new test date after postponement, temporary cancellation or change of test region, you are required to re-apply a learner's driving licence if you need to learn driving between the expiry date and your new test date.

Conditions Imposed with Issue of Learner's Driving Licence

When an applicant applies for a learner's driving licence, he/she will be given a note of "Conditions Imposed with Issue of Learner's Driving Licence". You must read and follow the rules under this condition, please click here to download the relevant document.

Applicants are required to produce proof of present address (residential address and correspondence address). The address proof should be issued within the last three months from the application date. Details of the acceptable proof of address can be found here. The Department may suspend the processing of licensing applications until the production of address proof.

A test form is valid for 18 months with effect from the date of issue and entitles you to take all parts of a test within that period. It ceases to be effective if you fail in any part of the test; you have to purchase a new test form for a further test.

It also ceases to be effective if you fail to attend a driving test. If you are unable to attend a driving test in the circumstances below, a new appointment will be arranged according to the "end-of-list appointment at counter" of specific test type:

• you have given seven clear days'* notice to the Commissioner for Transport of your inability to attend the test (Please click here to see the Frequently Asked Questions regarding Application of Postponement of Driving Test); or
• the Commissioner for Transport is satisfied that you, through circumstances beyond your control, are unable to attend the test.

* The day of the scheduled test and the day when the application is received are excluded. For example, if your test date is 9th February, you are required to submit your application on or before 1st February. If the application is sent by post, the date of postmark will be taken as the day on which the notice is deemed to be received. Late application will not be accepted and you need to attend the test as scheduled. Otherwise, the test form shall be invalidated.

Provided that, after postponement, temporary cancellation of driving test or change of test region, the new appointment is arranged within 18 months from the date of issue of the test form, the same test form can be used for the test, otherwise you have to purchase a new one.

Driving Training

The Transport Department recommended that learner drivers complete approximately 30 hours of driver training to acquire basic driving skills. A learner driver is advised to select a suitable driving instructor as soon as possible for scheduling of a training plan well in advance and to ensure he/she can receive adequate training hours before taking road test. Please also ensure that the driving instructor holds a valid driving instructor's licence for the respective group of motor vehicle.
