Taxi Written Test will be closed for application. Please submit the application on or before 2 August 2026. Applications submitted on or after 3 August 2026 will not be accepted. Applications received by post will be dated by the postmark.



Driving Test of Other Vehicles includes medium goods vehicle, heavy goods vehicle, public / private light bus, public / private bus or articulated vehicle or Taxi Written Test / Taxi and Ride-hailing Vehicle Combined Written Test

Application Requirements 

   
  • Age 21 or above; AND
  • Physically fit to drive (please refer to "First schedule of Road Traffic (Driving Licences) Regulations – excepted diseases and physical disabilities" in the form of "Application for a Driving Test (Commercial Vehicle)" (TD 321)); AND
  • Must be either a holder of a valid full driving licence for private car or light goods vehicle for at least 1 year immediately preceding his / her application (if his / her full driving licence was obtained without undergoing a probationary driving period); or has completed a probationary driving period of private car or light goods vehicle of at least 1 year and is holding a valid full driving licence for private car or light goods vehicle on the date of application; AND
  • Has not been convicted of Section 36 (Causing death by dangerous driving), Section 36A (Causing grievous bodily harm by dangerous driving), Section 39 (Driving a motor vehicle under the influence of drink), Section 39A (Driving, attempting to drive or being in charge of a motor vehicle with alcohol concentration above prescribed limit), Section 39B (Screening breath tests), Section 39C (Provision of specimens for alcohol analysis), Section 39J (Driving motor vehicle without proper control under influence of specified illicit drug), Section 39K (Driving motor vehicle with any concentration of specified illicit drug), Section 39L (Driving motor vehicle without proper control under influence of drug other than specified illicit drug), Section 39O(1) (Failure to undergo preliminary drug test), Section 39S (Failure to provide specimen of blood or urine) of the Road Traffic Ordinance (Cap. 374) during the 5 years immediately preceding the application.

  Application Procedures 

Applicants can submit applications online or by post.

Online Application

You can submit applications through the GovHK website. You must possess a valid personal digital certificate issued by recognized Certification Authorities or "iAM Smart+" account with digital signing for authentication; and a credit card (Visa, MasterCard, UnionPay or JCB) or a PPS account number and Internet password for online payment. After successful authentication and online payment, the earliest test appointment date (known as "end-of-list appointment at counter") will be allotted.

Application by Post

  • You can download the "Application for a Driving Test (Commercial Vehicle)" (TD 321) / "Application for Learner's Driving Licence (Commercial Vehicles)" (TD 556) from our website or obtain from any of the licensing offices of the Transport Department or Home Affairs Enquiry Centres. You may call the Enquiry Hotline 2804 2600 to obtain a fax copy.
  • Please read the notes on the application form(s) carefully. After you have completed and signed the application form(s), please send it / them together with the required supporting documents and the appropriate fee(s) by crossed cheque payable to "the Government of the Hong Kong Special Administrative Region" to the Sha Tin Licensing Office , P.O. Box 79, Sha Tin Central Post Office by post. Please refer to the application form(s) for details on the required documents and fees.
  • Cash and original of identity documents should not be sent by post. Underpaid mail items will be rejected. For proper delivery of your mail items to the Department, please ensure your mail items bear sufficient postage with return address. (Details)
  • After the vetting process, you will be given an appointment letter. You can then sit for your driving test according to the date and venue printed on the appointment letter.

Waiting Time of Driving Test

When the Department receives an application for driving test, the computer system will allot to the candidate an "end-of-list appointment at counter" (based on the prevailing waiting time when processing the application) and a test centre for the chosen test type according to the road test region selected by the candidates (test regions namely "Kowloon and New Territories Region" or the "Hong Kong Island Region") (if applicable) on the driving test application form (TD 321). Please note that there is only one written test centre at the Cheung Sha Wan Government Offices in Kowloon for Taxi Written Test / Taxi and Ride-hailing Vehicle Combined Written Test. Candidates are advised to check the latest "end-of-list appointment at counter" of the vehicle / test type under the selected region, so as to select the most appropriate time and suitable method for submission of application. For details about the waiting time of driving test, please click here.

The "end-of-list appointment at counter" information is for reference only. The "end-of-list appointment at counter" and driving test waiting time vary according to changing test demand at different time. This Department will only provide the prevailing "end-of-list appointment at counter" as at the time of handling the enquiries. Nevertheless, this does not mean that the candidate would be allotted with that "end-of-list appointment at counter" and the Department is not able to confirm with the candidate the next test appointment date after this "end-of-list-appointment at counter".

On the other hand, if you wish to postpone your test or change your test region, please note that the "end-of-list appointment at counter" allotted is subject to the prevailing waiting time for the respective type of test at the original test centre at the time when the application is processed.

  Repeater's Application for Driving Test 

   


Repeaters can apply for an "end-of-list appointment at counter" following the application procedure as listed in the section "Application Procedures". Repeaters (except for Taxi Written Test / Taxi and Ride-hailing Vehicle Combined Written Test) can also apply for a repeater early test appointment.

 

Application for Learner's Driving Licence 

 

If you wish to learn driving a motor vehicle on road, you must be the holder of a valid learner's driving licence(s) for that class of vehicle(s).

Applicants who do not hold a valid learner's driving licence for commercial vehicles (except for Taxi Written Test / Taxi and Ride-hailing Vehicle Combined Written Test), may choose to apply online or apply for a learner's driving licence (TD 556) by post, together with the application for driving tests. (TD 321).

Applicants of driving tests (except for motor cycle) are not required to apply for learner's driving licences together with the application of driving tests. This means applicants may first apply for a driving test, and then consider applying for a learner's driving licence after arranging their driving learning schedule which suits their need. Applicants, however, may still apply for a learner's driving licence together with the application for driving tests, depending on their need.

Validity of a Learner's Driving Licence

A learner's driving licence is valid for 12 months with effect from the date of issue and entitles you to learn the type of vehicle during the prescribed period of time with a qualified Driving Instructor. For applicants of Taxi Written Test, as you are not required to take a road test, you do not have the need to apply for a learner's driving licence. If the validity of your learner's driving licence cannot cover the new test date after postponement / temporary cancellation of driving test or change of test region, you are required to re-apply a learner's driving licence if you need to learn driving between the expiry date and your new test date.

  Note for Application

   

Address Proof

Applicants are required to produce proof of present address (residential address and correspondence address). The address proof should be issued within the last three months from the application date. Details of the acceptable proof of address can be found here. The Department may suspend the processing of licensing applications until the production of address proof.

Validity of the Test Form

A test form is valid for 18 months with effect from the date of issue and entitles you to take all parts of a test within that period. It ceases to be effective if you fail in any part of the test; you have to purchase a new test form for a further test.

It also ceases to be effective if you fail to attend a driving test. If you are unable to attend a driving test in the circumstances below, a new appointment will be arranged according to the "end-of-list appointment at counter" of specific test type:

  • you have given seven clear days'* notice to the Commissioner for Transport of your inability to attend the test (Please click here to see the Frequently Asked Questions regarding Application of Postponement of Driving Test); or
  • the Commissioner for Transport is satisfied that you, through circumstances beyond your control, are unable to attend the test.

* The day of scheduled test and the day when the application is received are excluded. For example, if your test date is 9th February, you are required to submit your application on or before 1st February. If the application is sent by post, the date of postmark will be taken as the day on which the notice is deemed to be received. Late application would not be accepted and you need to attend the test as scheduled. Otherwise, the test form shall be invalidated.

Provided that, after postponement / temporary cancellation of driving test or change of test region, the new appointment is arranged within 18 months from the date of issue of the test form, the same test form can be used for the test, otherwise you have to purchase a new one.

Driving Training

A learner driver is advised to select a suitable driving instructor as soon as possible for scheduling of a training plan well in advance and to ensure he / she can receive adequate training hours before taking road test. Please also ensure that the driving instructor holds a valid driving instructor's licence for the respective group of motor vehicle. Pre-service Courses for Drivers of Public Service Vehicles

In addition to passing the relevant driving test, applicants for public light bus, public bus or taxi full driving licence, or ride-hailing vehicle driving permit are also required to attend and complete a relevant Pre-service Course at a pre-service training school designated by the Commissioner for Transport and obtain a course certificate of the course for the issue of the relevant driving licence or ride-hailing vehicle driving permit (Note: The requirement of attendance and completion of the pre-service courses for taxi and public bus driver is not applicable to persons who have applied for the relevant driving test before 1 October 2020). Application for Full Driving Licence of Commercial Vehicle Class(es)

To apply for a full driving licence to drive commercial vehicle class(es), you must fulfill the application requirements and you must be the holder of a Hong Kong Permanent Identity Card, or the holder of a Hong Kong Identity Card (other than a Hong Kong Permanent Identity Card) and are not subject to any condition of stay (other than a limit of stay as defined in section 2(1) of the Immigration Ordinance (Cap. 115)).
